    The Merchant Navy is frequently referred to as "The Fourth Service" because without this civilian service no country can hope to win a war. This is the service that transports the troops, their equipment and vehicles, their water food, fuel and ammunition to where it is needed. This vital service helps win wars. The almost total loss of the Japanese merchant ships to submarines, mines and bombs substantially helped the Allies in their desperate struggle.

    This service is held annually to honour those Australian-Russians who served in the First World War. More than 1,000 men born in Russia or born to Russian parents in Australia joined the AIF during the war. More than 300 would die and many more would be wounded. This service also honours the service and sacrifice of Russian soldiers during the Great War.

    This remembrance service is in memory of the Victorian servicemen and women who served overseas in World War I, either in units of the Australian Military Forces or in ships of the Royal Australian Navy.
    Their names are recorded forever in the books displayed in the ambulatory of this Shrine of Remembrance.
    They served in the Middle East, on the Gallipoli peninsula, in France and on the oceans of the world.

    89,000 Victorians served overseas.
    19,000 made the supreme sacrifice.

    The 1st Commando Regiment Association (Victoria) holds an annual pilgrimage at the Shrine of Remembrance each year on the last Sunday of September. This date marks the establishment of the Commando cairn at Tidal River, birthplace of the Australian Commandos. The cairn was established in 1964 and dedicated in November of that year by the Lieutenant Governor of Victoria – Lieutenant General Sir Edmund Herring. The restored cairn was re-dedicated in November 2007 by Victorian Premier and Minister for Veterans' Affairs John Brumby.

    Victorian Commando veterans and their families unable to attend the cairn at Tidal River mark their special occasions at their memorial tree on the Shrine Reserve.
