The Shrine of Remembrance is a Victorian public-sector entity and the Shrine of Remembrance Trustees are its authorised land managers.

The Crown Land Acts Amendment (Lease and Licence Terms) Act 2009 establishes a consistent framework for licensing commercial tourism and recreation activity on public land in Victoria and requires land managers to apply these licensing requirements.

All commercial tour operators bringing organised groups to the Shrine of Remembrance are to be licensed, pay fees and book their group activities to avoid penalties.

Who needs a tour operator licence?

A licence is required by a person or business to conduct an organised tour for profit on public land in Victoria. The Shrine of Remembrance only licences walking tours (guided and non-guided) that are conducted on the Shrine Reserve which includes within the 12.99ha parkland, as well as on, around and inside the Shrine monument. Bike and/or vehicle-led tours with groups entering the Reserve also require a license, however no bikes or vehicles are to be ridden on the Shrine Reserve proper.

How long does the licence application process take until finalisation?

The licence application normally takes between 6 to 8 weeks depending on complexity. This process can be reduced by ensuring that all the documentation submitted meets the Shrine’s requirements.

What fees are charged for a tour operator licence?

Fees payable by a licensed tour operator consist of a fixed component and a variable use component (based on visitor numbers). The fixed component is the ‘annual licence fee’ and is indexed annually. The variable use component, the ‘use fee’, is fixed and is calculated on a person per day basis. Operators can report this information either on quarterly or annually basis after the activity has taken place.

How long is a licence valid for?

Tour operator licensing occurs on a calendar year basis, from January 1 to December 31. A multiple year licence is available for an operator with a good operating record (who has held a licence for three or more years) or holds acceptable accreditation of up to 5 years (you do not need any accreditation to apply for a 1 year licence).

Please note that pro rata fees are not available. If an operator was to apply half way through the year the full annual licence fee will be applied.

ALERT: The Shrine will move its licensing to a financial year basis from 30 June 2019. All Licence applications or renewals completed before 30 June 2019 will be in effect until 30 June 2020 (18 months). All applications received from 1 July 2019 will fall into the new financial year annual cycle.

How do I apply for a 2019 tour operator licence?


Existing licensees

Existing tour operators can now apply for their 2019 Licence by contacting the Visitor Services Manager on 03 9661 8100. Existing licence details will be pre-populated into a Licence renewal form to assist with your 2019 application.These details must be checked for accuracy and completeness before a Licence is renewed.

New applicants

Please note that the following documentation and information must be prepared before submitting your application:

  • Business details, including business structure, contact details
  • A valid Certificate of Currency (Public Liability Insurance)
  • A completed tour schedule (one for each tour / activity)
  • A certificate of accreditation (only if you wish to apply for a multiple year licence

Simply fill out the tour schedule document below and either attach it to your online application or, if you already have a licence, email it to [email protected].

There is no cost to submit a tour schedule if you are an existing licensee.

A group booking notification must be emailed to inform us of your intention to bring a group to the Shrine. Send booking details to [email protected] ahead of your scheduled visit. We accept formats vary across Licensee inhouse booking reservation systems. The total visits for each quarter in arrears are confirmed with Licensees before raising invoices for the variable use component (‘Use Fee’).
